UH, THIS IS PARAPHRASED FROM ARTICLE 10 OF MARTINS BURG'S ZONING ORDINANCE, WHICH YOU CAN FIND ONLINE.
THE PURPOSE OF MARTINSBURG HISTORIC PRESERVATION DISTRICT IS TO PROMOTE THE EDUCATIONAL, CULTURAL, ECONOMIC, AND GENERAL WELFARE OF THE PUBLIC THROUGH THE PRESERVATION OF BUILDING SITES, MONUMENTS, STRUCTURES, AND AREAS OF HISTORIC OR ARCHITECTURAL INTEREST OR IMPORTANCE.
IN ADDITION, THE DISTRICT HAS INTENDED TO IMPROVE PROPERTY VALUES AND STRENGTHEN THE LOCAL ECONOMY THROUGH PRESERVATION OF THE CITY'S CHARACTER.
THE HISTORIC PRESERVATION REVIEW COMMISSION ADMINISTERS THE HISTORIC PRESERVATION DISTRICT BY REVIEWING ALL PLANS FOR CONSTRUCTION, ALTERATION, AND REPAIR OF STRUCTURES IN THE DISTRICT, INCLUDING PAINTING, MOVING, OR DEMOLITION STRUCTURES INCLUDE FENCES, BOUNDARY WALLS, SIGNS, LIGHT FIXTURES, STEPS, AND PAVING.
THE COMMISSION WILL CONSIDER ALL EXTERIOR ARCHITECTURAL FEATURES, WHICH INCLUDE THE COLOR, ARCHITECTURAL STYLE, GENERAL DESIGN, AND ARRANGEMENT OF THE EXTERIOR OF A STRUCTURE, INCLUDING THE TEXTURE OF THE BUILDING, MATERIALS TYPE AND STYLE OF ALL WINDOWS, DOORS, LIGHT FIXTURES, SIGNS, AND OTHER FEATURES.
ALL WORK SHOULD BE COMPATIBLE, HARMONIOUS, AND CONSISTENT WITH THE ORIGINAL SCALE, STYLE, AND CHARACTER OF THE STRUCTURE.

UM, UNFORTUNATELY THERE WAS A TREE IN FRONT OF MY HOUSE AND IT GREW AGAINST THE HOUSE AND IT ROTTED A LOT OF THE SHUTTERS.

UH, THERE, IT'S A, I'VE NOMINATED TWO STRUCTURES TO IT.
NEITHER OF 'EM HAVE MADE THE LIST.
AND I, SO THERE'S A CERTAIN LEVEL OF FIDELITY AND INTEREST THAT THEY REALLY LOOK FOR BEFORE THEY PUT A A, A BUILDING ON THE LIST.
UM, THE PRESERVATION ALIGNMENTS WORKS WITH ELECTED REPRESENTATIVES AT BOTH THE STATE AND FEDERAL LEVEL TO IMPROVE LEGISLATION, LEGISLATION SUPPORTING HISTORIC PRESERVATION.
AND CURRENTLY OUR BIGGEST FOCUS ON TAX CREDITS, WE THINK IT'S GREATLY UNDERUTILIZED IN WEST VIRGINIA FROM SOMEONE WHO'S USING THEM MYSELF RIGHT NOW.
IT'S NOT THE EASIEST THING TO NAVIGATE THE FEDERAL NUMBERS AND THE STATE TIMELINES DON'T LINE UP.
SO RIGHT NOW, WE'RE REALLY LOOKING TO DO THAT.
WE'RE ALSO LOOKING AT SOME CREATIVE WAYS TO USE THAT BECAUSE AS WEST VIRGINIA REDUCES THE INCOME TAX, THERE'S LESS BENEFIT TO ACTUALLY GETTING TAX CREDITS THAT, THAT THE RETURN ISN'T THERE.
SO THEY'RE LOOKING AT SOME THINGS FOR THAT.
UH, THEY'RE ALSO VERY SUCCESSFUL AT WRITING AND RECEIVING GRANTS.
UH, LAST YEAR THEY RECEIVED $598,000 AND SUBGRANT 591,000.
SO 99% OF THE MONEY GOES BACK OUT.
SOME OF THE PROJECTS WERE THE HUGHES HOUSE IN WHEELING, TYREE TAVERN, UH, KERNS CABIN AND MORGANTOWN, UH, RUPERT SCHOOL, ADAPTIVE VIEWS FOR HOUSING.
UH, SO OUR, OUR BIG GOAL, AND MY BIG GOAL IS OUTREACH.
I REALLY THINK THAT THERE'S A LOT OF BENEFIT.
THE MORE PEOPLE WE GOT ON OUR SIDE, THE YEARS TO WORK PRESERVATION IS, AND IT'S NOT THIS SCARY THING NECESSARILY.
SO, UM, IN THE LAST MONTH, THERE WAS A HUNDRED THOUSAND ENGAGEMENTS ON THE SOCIAL MEDIA SITES FOR, FOR, UH, PRESERVATION ALLIANCE OF WEST VIRGINIA, PRIMARILY ON FACEBOOK AND INSTAGRAM.
THERE'S 1,475 SUBSCRIBERS TO THE PRESERVATION ALLIANCE OF WEST VIRGINIA NEWSLETTER, WHICH, WHICH GOES OUT.
UM, NOW THE PART I'M HERE ABOUT, AND I HATE TO TALK ABOUT, BUT I I I'M DOING THIS, UH, FUNDING, FUNDING IS ALWAYS AN ISSUE.

UM, INDIVIDUAL MEMBERSHIPS ARE REALLY QUITE LOW.
THE NUMBERS ARE MUCH LOWER WHEN, WHEN ASKED THEM TO RUN THE NUMBERS FOR ME.
UM, SO I'M HOPING BEING HERE TODAY, MAYBE I CAN GENERATE SOME INTEREST IN, IN SOME FOLKS, IF YOU HAVEN'T JOINED, TO CONSIDER JOINING.

SO I WROTE THE NOMINATION IN ABOUT SIX WEEKS AND JUST ABOUT KILLED MYSELF TRYING TO PULL IT ALL TOGETHER.
I TURNED AROUND AND THEN I NOMINATED FOR THE MOST ENDANGERED WESTERN WEST VIRGINIA.
UH, THE PRESERVATION ALLIANCE BOARD APPROVED IT, BUT IT'S ON HOLD UNTIL THE TIMING IS RIGHT.
AND WHEN I STARTED TALKING TO THE STATE, SUPPOSEDLY THE BRIDGE WAS UNDER, UM, RESEARCH TO BE DEMO TO BE REPLACED.
AND THEY FUNDED A CONTRACT IN 2024.
LAST TIME I CHECKED IT SLIPPED ALL THE WAY TO 2035.
SO I'D LIKE TO THINK I CAN TAKE SOME CREDIT FOR THAT, BUT PROBABLY NOT.
PROBABLY JUST THE FUNDING SITUATION CHANGED.
UH, BUT I THINK IT'S A GREAT WAY TO BRING, UH, ADVOCACY OUT AND THINGS LIKE THAT BY DOING THAT.
