JUST AS A REMINDER FOR WHY WE'RE ALL HERE. THE PURPOSE OF MARTINSBURG HISTORIC PRESERVATION DISTRICT IS TO PROMOTE THE EDUCATIONAL, CULTURAL, ECONOMIC AND GENERAL WELFARE OF THE PUBLIC THROUGH THE PRESERVATION OF BUILDING SITES, MONUMENT STRUCTURES, AND AREAS OF HISTORICAL OR ARCHITECTURAL INTEREST OR IMPORTANCE. IN ADDITION, THE DISTRICT IS INTENDED TO IMPROVE PROPERTY VALUES AND STRENGTHEN THE LOCAL ECONOMY THROUGH THE PRESERVATION OF THE CITY'S CHARACTER. THE HISTORIC PRESERVATION REVIEW COMMISSION ADMINISTERS THE HISTORIC PRESERVATION DISTRICT BY REVIEWING ALL PLANS FOR CONSTRUCTION, ALTERATION AND REPAIR OF THE STRUCTURES IN THE DISTRICT, INCLUDING PAINTING, MOVING, OR DEMOLITION. STRUCTURES IN THIS CASE INCLUDE FENCES, BOUNDARY WALLS, SIGNS, LIGHT FIXTURES, STEPS AND PAVING AS WELL. THE COMMISSION WILL CONSIDER ALL EXTERIOR ARCHITECTURAL FEATURES, WHICH INCLUDE THE COLOR, ARCHITECTURAL STYLE AND GENERAL DESIGN OR ARRANGEMENT OF THE EXTERIOR OF A STRUCTURE, INCLUDING THE TEXTURE OF THE BUILDING, MATERIALS TYPE AND STYLE OF ALL WINDOWS, DOORS, LIGHT FIXTURES, SIGNS, AND OTHER FEATURES. ALL WORK SHOULD BE COMPATIBLE, HARMONIOUS, AND CONSISTENT WITH THE ORIGINAL SCALE, STYLE, AND CHARACTER OF THE STRUCTURE. IN ADDITION, THE COMMISSION WILL CONSIDER THE RELATIONSHIP OF THE EXTERIOR OF THE STRUCTURE WITH ALL OTHERS IN THE HISTORIC PRESERVATION DISTRICT SO AS TO AVOID INCONGRUITY AND PRESERVE THE OVERALL CHARACTER OF THE AREA. AS WE KNOW, UM, WHEN VETERANS RETURN HOME, THERE ARE MANY CHALLENGES AND BARRIERS THAT THEY HAVE TO OVERCOME AND WE FOUND THAT THAT TRANSITIONAL HOUSING FACILITY THAT HELPS THEM GAIN SOME STABILITY BEFORE THEY MOVE OUT INTO THEIR, UM, INDEPENDENT HOUSING. AS YOU CAN SEE, THE BUILDING COULD USE SOME REPAIR. UM, WE'VE BEEN DOING REPAIRS OVER THE [00:05:01] PAST 10 YEARS AND THEY'RE JUST GETTING TOO CUMBERSOME TO JUST FIX. SO WE'D LIKE TO REALLY REDO IT.
