I KNOW THAT YOU ARE LIMITED HERE AND I KNOW THAT A LOT OF YOU HAVE ALREADY COME TO BAT TO HELP THE CITIZENS OF MARTINSBURG REGARDING THE LIBRARY, BUT I WANNA MAKE IT CLEAR ABOUT SOME OF THE SERVICES THAT OUR CITIZENS ARE GOING ABOUT.

UM, THERE ARE OF COURSE TAXES THAT ARE BEING DONE.

THERE ARE A LOT OF PEOPLE IN MARTINSBURG WHO GET THEIR TAXES DONE THERE.

AND I WOULD HATE TO HAVE TO THINK THAT THEY'RE GONNA BE GOING TO PLACES THAT ARE GONNA BE, YOU KNOW, ACTUALLY TAKING FROM THEIR INCOME TAX, UM, YOU KNOW, WHATEVER THEY'RE GONNA BE GETTING BACK.

'CAUSE THAT MONEY'S GONNA GO INTO OUR COMMUNITY.

UM, PEOPLE WHO GET PASSPORTS, I HAVE, I WORK AS AT SENIOR TOWERS AS WELL, AND I HAVE PEOPLE WHO WANNA GO UP AND GET PASSPORTS.

THEY'RE, YOU KNOW, THEY MIGHT NOT DRIVE, SO THEY ARE GONNA HAVE TO RELY ON THEIR KIDS.

THEIR KIDS OR ADULTS.

THEY'RE WORKING.

WHEN WE SPOKE, I DID CONTACT THE SENIOR CENTER, BUT THEY WERE NOT ABLE TO ASSIST US.

BUT THE LIBRARY GROUP, THE GROUP OF CITIZENS VOLUNTEERS THAT WILL, THAT HAVE FOR YEARS DONE TAXES IN THE LIBRARY HAVE FOUND ANOTHER VENUE FOR THIS YEAR.

THEY'LL BE AT THE DUNN BUILDING.

THE LIBRARY ITSELF HAS EVEN STEPPED UP THEIR, THEIR EMPLOYEES TO CONTINUE TO DO THE APPOINTMENT FOR THE LIBRARY TAXES.

BUT WHAT I WOULD LIKE TO SHARE AND WHAT I PEOPLE TO KNOW IS THE ACTUAL MONETARY VALUE THAT THE LIBRARY BRINGS BACK TO OUR CITY, TO OUR COUNTY, TO OUR STATE.

THE MARTINSBURG PUBLIC LIBRARY THROUGH THEIR VIDA PROGRAM DID 571 RETURNS LAST YEAR.

THEY DID 575 RETURNS.

IF YOU'RE NOT FAMILIAR, THE VIDA PROGRAM ASSISTS SENIORS AND PEOPLE UNDER THE INCOME OF $65,000.

SO WE'RE TALKING LOWER INCOME PEOPLE WHO ALL TRAVEL AND, AND THE LIBRARY BEING A CENTRAL LOCATION.

AND THE ATTORNEY, MR. KIRSCHNER, UH, CUT A CHECK AND PAID THE CITY OF MARTINSBURG FOR THOSE LIENS.

OUR ORDINANCES AND STATE CODE BASICALLY ALLOWS FOR JUDGMENTS AND NOTICES OF LIENS TO APPLY NOT ONLY TO THE SUBJECT PROPERTY, UH, THAT IT WAS UPON, BUT IT APPLIES TO ALL PROPERTIES THAT THE INDIVIDUAL OWNS.

SIMILAR TO WHAT STATE TAX LIENS AND FEDERAL TAX LIENS ARE, THEY APPLY TO ALL OF YOUR ASSETS.

WELL, IT WAS LATER DETERMINED BY THE PURCHASER THAT THESE LIENS HAD NOT BEEN RELEASED AND MR. KIRSCHNER, UH, HAS REACHED OUT TO THE CITY, UH, ASKING US TO GIVE A PARTIAL RELEASE RELEASING THE $4,111 AND 18 CENTS FROM THE PROPERTY LOCATED AT SIX 14 WINCHESTER AVENUE.

HOWEVER, THOSE LIENS WOULD STILL BE FULL FORCE IN EFFECT ON THE PROPERTY.

MR. YOUNG STILL WAS AT 100 GREEN PRIOR ROAD.

UM, SO IT'S A DECISION TO COUNSEL IF THEY WANNA OFFER THIS PARTIAL RELEASE OR NOT.
